| HOUSE JOINT RESOLUTION

| WHEREAS, The members of the Illinois General Assembly wish |
| 3 |
| to acknowledge the life of State Trooper Howard Cleff, who |
| 4 |
| passed away on February 1, 2000; and
|
| 5 |
| WHEREAS, Howard Cleff was born in 1914 in Birds; in 1946 he |
| 6 |
| received a $100 war bond for making the suggestion to paint |
| 7 |
| white stripes on the shoulders of Illinois highways; and
|
| 8 |
| WHEREAS, He was hired by the Illinois State Police in 1941, |
| 9 |
| serving as a motorcycle trooper; during his 32 years of service |
| 10 |
| with the Illinois State Police, Howard Cleff received superior |
| 11 |
| ratings every year; and
|
| 12 |
| WHEREAS, He received the Sharp Shooter Award several times |
| 13 |
| during his career and received a citation and commendation for |
| 14 |
| apprehending a ten most wanted fugitive during the 1960s Cairo |
| 15 |
| riots; and
|
| 16 |
| WHEREAS, Howard Cleff retired from the Illinois State |
| 17 |
| Police as a motorcycle trooper second class in September of |
| 18 |
| 1973; and
|
| 19 |
| WHEREAS, Badge number 212 is remembered as one of the best |
| 20 |
| liked Illinois State Policemen; therefore, be it
