| HOUSE JOINT RESOLUTION 103

| WHEREAS, The U.S. Centers for Disease and Prevention (CDC) |
| 3 |
| have identified Multidrug-Resistant Organisms (MROs) as a |
| 4 |
| national threat to public health. These include |
| 5 |
| methicillin-resistant Staphylococcus areus (MRSA), |
| 6 |
| vancomycin-resistant (VRE), and certain gram-negative bacilli |
| 7 |
| (GNB) which are microorganisms, predominantly bacteria, that |
| 8 |
| are resistant to one or more classes of antimicrobial agents. |
| 9 |
| These highly resistant organisms deserve special attention |
| 10 |
| because options for treatment are often extremely limited. The |
| 11 |
| 95th General Assembly enacted House Bill 192 (PA 95-282) and |
| 12 |
| Senate Bill 233 (PA 95-312) that established MRSA prevention |
| 13 |
| and control programs for licensed hospitals and mental health |
| 14 |
| and developmental disabilities facilities operated by the |
| 15 |
| Department of Human Services, and required the Department of |
| 16 |
| Public Health to publicize guidelines for reducing the |
| 17 |
| incidence of Multidrug-Resistant Organisms (MDROs), including |
| 18 |
| MRSA, to health care providers, health care facilities, public |
| 19 |
| health departments, prisons, jails, and the general public; and |
| 20 |
| to provide periodic reports and updates to public officials, |
| 21 |
| health professionals, and the general public statewide |
| 22 |
| regarding new developments or procedures concerning prevention |
| 23 |
| and management of infections due to MDROs. Additional control |
| 24 |
| and prevention measures are under consideration and may be |
| 25 |
| required to ensure public safety; and
