| WHEREAS, The members of the Illinois General Assembly wish |
| 3 |
| to acknowledge the life of State Trooper Howard Cleff, who |
| 4 |
| passed away on February 1, 2000; and
|
| 5 |
| WHEREAS, Howard Cleff was born in 1914 in Birds, Illinois; |
| 6 |
| he was hired by the Illinois State Police in 1941, where he |
| 7 |
| attended the second class for motorcycle troopers at the |
| 8 |
| Academy; he served for thirty-two years, receiving superior |
| 9 |
| ratings every year; and
|
| 10 |
| WHEREAS, He received the Sharp Shooter Award several times |
| 11 |
| during his career, a commendation for apprehending a "ten most |
| 12 |
| wanted" fugitive during the 1960s Cairo riots, and received a |
| 13 |
| $100 war bond for making the suggestion to paint white stripes |
| 14 |
| on the shoulders of Illinois highways; and
|
| 15 |
| WHEREAS, Howard Cleff retired from the Illinois State |
| 16 |
| Police as a motorcycle trooper second class in September of |
| 17 |
| 1973; and
|
| 18 |
| WHEREAS, Howard Cleff, Badge number 212, is remembered as |
| 19 |
| one of the best liked Illinois State Policemen; therefore, be |
| 20 |
| it
