| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives are pleased to congratulate U.S. Air Force | ||||||
| 4 | Senior Master Sergeant Frank R. Payton Jr. on his retirement | ||||||
| 5 | from Parkside Junior High School in Normal; and
| ||||||
| 6 | WHEREAS, Senior Master Sergeant Payton was born in Tulsa, | ||||||
| 7 | Oklahoma on October 21, 1948; he is married to Rachel (Shull) | ||||||
| 8 | Payton; and
| ||||||
| 9 | WHEREAS, Senior Master Sergeant Payton attended George | ||||||
| 10 | Washington Carver High School in Chicago and was very active in | ||||||
| 11 | the music and art programs; he was a member in the Black | ||||||
| 12 | History Club and the Human Relations Club and served as the | ||||||
| 13 | Vice President of the Senior Class; after graduating from high | ||||||
| 14 | school Sergeant Payton attended Wilson Junior College, | ||||||
| 15 | majoring in music; he received a Masters of Science Degree in | ||||||
| 16 | Music Education from the University of Illinois, | ||||||
| 17 | Champaign-Urbana; and
| ||||||
| 18 | WHEREAS, Senior Master Sergeant Payton enlisted in the | ||||||
| 19 | United States Air Force in September 1968; his duty assignments | ||||||
| 20 | have included Lackland AFB, Keesler AFB, Vandenberg AFB, Tuy | ||||||
| 21 | Hoa, AB Vietnam and Phan Rang AB Vietnam; after completing his | ||||||
| 22 | tour in Vietnam, he returned stateside to Holloman AFB and | ||||||
| |||||||
| |||||||
| 1 | within four months returned overseas to Kume Shima AS in Japan; | ||||||
| 2 | and
| ||||||
| 3 | WHEREAS, Senior Master Sergeant Payton enlisted in the Air | ||||||
| 4 | Force Reserve in November 1972; in June 1974 he transferred to | ||||||
| 5 | the 182nd Communications Flight in Peoria; he then transferred | ||||||
| 6 | to the 566th Air Force Band in September 1976 and presently | ||||||
| 7 | serves as the Band Superintendent; during his career, Senior | ||||||
| 8 | Master Sergeant Payton has performed for the President of the | ||||||
| 9 | United States, the Speaker of the House of Representatives, the | ||||||
| 10 | Secretary of Defense, the Queen of Denmark and numerous other | ||||||
| 11 | elected officials; and | ||||||
| 12 | WHEREAS, After being released from active duty, Senior | ||||||
| 13 | Master Sergeant Payton enrolled at Illinois State University, | ||||||
| 14 | majoring in Music Education and Art; he graduated in August | ||||||
| 15 | 1977 and later was employed as Director of Bands at Putnam | ||||||
| 16 | County High School; he is currently the Director of Bands at | ||||||
| 17 | Parkside Junior High School in Normal; and
| ||||||
| 18 | WHEREAS, Senior Master Sergeant Payton is a member of Kappa | ||||||
| 19 | Alpha Psi Fraternity, Inc. and devotes time to the awarding of | ||||||
| 20 | scholarships to high school students in pursuit of furthering | ||||||
| 21 | their education; he also spends time at the Bloomington Humane | ||||||
| 22 | Society as a volunteer to care for homeless animals; and
| ||||||

| 1 | WHEREAS, The citizens of the State of Illinois have | ||||||
| 2 | benefited tremendously from his dedication to the teaching | ||||||
| 3 | profession, his direction of the Parkside Junior High School | ||||||
| 4 | Band programs, and his dedication to our country through his | ||||||
| 5 | service in the U.S. Air Force; therefore, be it | ||||||
| 6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 7 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 8 | congratulate Senior Master Sergeant Frank R. Payton Jr. on his | ||||||
| 9 | retirement and wish him continued success and happiness in the | ||||||
| 10 | future; and be it further
| ||||||
| 11 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 12 | presented to Senior Master Sergeant Frank R. Payton Jr. as a | ||||||
| 13 | symbol of our esteem and respect.
