HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives would like to thank Frank McNeil for his 
4
dedicated service to the people of Springfield and the State of 
5
Illinois; and

 
6
    WHEREAS, Frank McNeil received his B.A. in Political 
7
Science from North Carolina Central University in 1971 and his 
8
Juris Doctor from the North Carolina Central University, 
9
Durham, North Carolina School of Law in 1974; and

 
10
    WHEREAS, Frank McNeil has a long and distinguished record 
11
of service to the citizens of Springfield and the State of 
12
Illinois; he worked for the Illinois Law Enforcement Commission 
13
as a Legislative Specialist from 1974 to 1976; he was an 
14
Administrative Assistant at the Illinois Board of Ethics from 
15
1976 to 1977; he worked at the Secretary of State's office from 
16
1978 to 1981; he worked in the Illinois Senate as a 
17
Parliamentarian and as Staff Counsel from 1981 to 1986; he was 
18
a Government Relations Coordinator for the Chicago Urban League 
19
from 1986 to 1987; he was a Government Relations Consultant for 
20
Frank W. McNeil & Associates, Inc. from 1989 to 1990; and he 
21
has been an Administrator for External Affairs for the Illinois 
22
Community Action Association; and

    WHEREAS, Frank McNeil was a member on the Sangamon County 
2
Board from 1980 to 1987; and he served as Alderman of 
3
Springfield's 2nd Ward from 1987 to 2007; and
 
4
    WHEREAS, Frank McNeil is a member of the Kappa Alpha Psi 
5
Fraternity, Springfield Alumni Chapter; he is a member of the 
6
NAACP Executive Board; he is on the Board of Directors of the 
7
Boys and Girls Club of Springfield; he has been a registered 
8
lobbyist since 1988; he has been a member of the Governor's 
9
Task Force on Human Services Reform; and he has been a member 
10
of the African American Family Commission and chairman of the 
11
Springfield Community Federation since 1995; and

 
12
    WHEREAS, Frank McNeil and his wife, Barbara, have two 
13
children, Kwahme and Kofi; therefore, be it

 
14
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
15
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
16
congratulate and thank Frank McNeil for his accomplishments and 
17
his years of dedicated service to the citizens of Springfield 
18
and the State of Illinois; and be it further

 
19
    RESOLVED, That a suitable copy of this resolution be 
20
presented to Frank McNeil as a symbol of our esteem and 
21
respect.
