HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives are pleased to congratulate Dr. Josephine 
4
Elizabeth Seaton Franklin on her 80th birthday; and

 
5
    WHEREAS, Dr. Josephine Elizabeth Seaton Franklin was born 
6
July 1, 1927, and is a native of Cleveland, Ohio; she holds a 
7
master's degree and a doctoral degree in education; she has 
8
taught in Virginia, Michigan, and Chicago; and

 
9
    WHEREAS, She is a founding member and was the first 
10
president of Theta Rho Omega Chapter, Alpha Kappa Sorority; the 
11
Chapter has given more than $90,000 to scholars and raises 
12
funds for scholarships and other community service through the 
13
Josephine Elizabeth Seaton Foundation; the Foundation provides 
14
funds for academic scholarships and community projects; and

 
15
    WHEREAS, As a founding member of the Sorority, and through 
16
her Foundation, Dr. Franklin has worked diligently to foster 
17
the scholarship program for 44 years; and

 
18
    WHEREAS, Delegate Marvin E. Holmes, Jr., is Dr. Franklin's 
19
nephew and was elected to the Maryland State Legislature in 
20
2002, and presently serves on the House Environmental Matters 
21
Committee, Chair of the Natural Resources Subcommittee, is a

Deputy Majority Whip, and has other leadership roles within the 
2
Maryland House of Delegates; and

 
3
    WHEREAS, Dr. Franklin's birthday on July 1 is special 
4
because she will be recognized by her community, her friends, 
5
and her family as someone who  continues to devote her time and 
6
talents to make the world a better place to live; she is a 
7
gracious lady who  has devoted herself unselfishly to a host of 
8
educational and humanitarian causes; she is at a point in her 
9
life where a lifetime of giving to others warrants this special 
10
recognition; therefore, be it

 
11
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
12
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
13
congratulate Dr. Josephine Elizabeth Seaton Franklin on her 
14
80th birthday and wish her continued happiness for years to 
15
come; and be it further

 
16
    RESOLVED, That a suitable copy of this resolution be 
17
presented to Dr. Josephine Elizabeth Seaton Franklin as a 
18
symbol of our respect and esteem.
