| 1 | HOUSE RESOLUTION

| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives wish to congratulate Frances "Fran" McConnell | ||||||
| 4 | Williams, PhD, on her retirement as Principal of Adam Clayton | ||||||
| 5 | Powell Jr. Paideia Community Academy in Chicago; and
| ||||||
| 6 | WHEREAS, Dr. Williams received her Bachelor of Science | ||||||
| 7 | degree in Education from Illinois State University, her Master | ||||||
| 8 | of Arts degree in Education from Loyola University, her Master | ||||||
| 9 | of Science degree in Education from Governors State University, | ||||||
| 10 | and her PhD in Education, Curriculum, and Instruction from the | ||||||
| 11 | University of Illinois-Urbana; and
| ||||||
| 12 | WHEREAS, Fran has served as Principal of Adam Clayton | ||||||
| 13 | Powell Jr. Paideia Community Academy for twelve years; she has | ||||||
| 14 | served the Chicago Public Schools as an educator for forty | ||||||
| 15 | years, serving as counselor, teacher, and as assistant | ||||||
| 16 | principal; and
| ||||||
| 17 | WHEREAS, Fran has increased school attendance at Powell to | ||||||
| 18 | 95% and above by instilling a respect for the school, for | ||||||
| 19 | education, and for one's self; with her staff behind her, the | ||||||
| 20 | reading scores of the school increased from 27% to 57%, and | ||||||
| 21 | mathematics scores increased from 17% to 53%; and
| ||||||

| |||||||
| 1 | WHEREAS, Adam Clayton Powell Jr. Paideia Community Academy | ||||||
| 2 | has been recognized by the Chicago Public Schools for six | ||||||
| 3 | continuous years of school achievement and improvement; the | ||||||
| 4 | school has reduced its mobility rate from 96% in 1996 to 40% in | ||||||
| 5 | 2007; and
| ||||||
| 6 | WHEREAS, Fran's outstanding work has been recognized by | ||||||
| 7 | educational experts: she has received the Blum-Kolver | ||||||
| 8 | Educators Award, the Distinguished Educators Award, the | ||||||
| 9 | Outstanding Leadership of the Year Award in 2005; she was named | ||||||
| 10 | Principal of the Year in the District for 2006, and has | ||||||
| 11 | received six annual awards for the school's continuous annual | ||||||
| 12 | improvements; therefore, be it
| ||||||
| 13 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
| 14 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
| 15 | thank Dr. Frances "Fran" McConnell Williams for her service, | ||||||
| 16 | congratulate her on her retirement, and wish her continued | ||||||
| 17 | success in her future endeavors; and be it further
| ||||||
| 18 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 19 | presented to Dr. Frances "Fran" McConnell Williams and to the | ||||||
| 20 | Adam Clayton Powell Jr. Paideia Community Academy as a symbol | ||||||
| 21 | of our respect and esteem.
