2 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
3 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
4 | there is created a House Task Force on the Illinois Procurement | ||||||
5 | Code for the purpose of examining the bidding process on State | ||||||
6 | of Illinois contracts, particularly on the preference given to | ||||||
7 | Illinois businesses; and be it further
| ||||||
8 | RESOLVED, That the House Task Force on the Illinois | ||||||
9 | Procurement Code shall consist of the following members: | ||||||
10 | (1) A chairperson who is a member of the House, | ||||||
11 | appointed by the Speaker of the House; | ||||||
12 | (2) 4 members of the House, 2 of whom are appointed by | ||||||
13 | the Speaker of the House and 2 of whom are appointed by the | ||||||
14 | Minority Leader of the House; | ||||||
15 | (3) 2 staff members of the Department of Central | ||||||
16 | Management Services appointed by the Director of Central | ||||||
17 | Management Services; and | ||||||
18 | (4) 2 staff members of the Procurement Policy Board | ||||||
19 | appointed by the Procurement Policy Board; and be it | ||||||
20 | further

21 | RESOLVED, That the members shall serve on a voluntary basis | ||||||
22 | and shall be responsible for any costs associated with their | ||||||
23 | participation in the House Task Force; and be it further

1 | RESOLVED, That all members of the House Task Force shall be | ||||||
2 | considered to be members with voting rights, that a quorum of | ||||||
3 | the House Task Force shall consist of a simple majority of the | ||||||
4 | members of the House Task Force, and that all actions and | ||||||
5 | recommendations of the House Task Force be approved by a simple | ||||||
6 | majority of the members of the House Task Force; and be it | ||||||
7 | further

8 | RESOLVED, That the House Task Force shall conduct a survey | ||||||
9 | of State contracts awarded over the course of a calendar year | ||||||
10 | that includes, but is not limited to, the following findings: | ||||||
11 | (1) how many contracts went to Illinois companies | ||||||
12 | during the calendar year; | ||||||
13 | (2) in the cases that an out-of-state company received | ||||||
14 | a contract instead of an Illinois company that bid on the | ||||||
15 | same contract, why the Illinois company did not receive the | ||||||
16 | contract; | ||||||
17 | (3) the difference in bids between companies that | ||||||
18 | received a State contract and those companies that did not | ||||||
19 | receive a State contract; | ||||||
20 | (4) the difference in the bid specifications process | ||||||
21 | between in-state and out-of-state companies; and | ||||||
22 | (5) the benefits to the State of awarding contracts to | ||||||
23 | Illinois companies instead of out-of-state companies; and | ||||||
24 | be it further |

1 | RESOLVED, That the House Task Force on the Illinois | ||||||
2 | Procurement Code shall meet at the call of the chairperson and | ||||||
3 | shall summarize its findings and recommendations in a report to | ||||||
4 | the House no later than September 1, 2008.
