2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Chief Robert | ||||||
4 | Tinucci on the occasion of his retirement from the | ||||||
5 | Darien-Woodridge Fire District after 33 years of service; and
| ||||||
6 | WHEREAS, Chief Robert Tinucci began his career as a | ||||||
7 | firefighter with the former Downers Grove Estate Fire | ||||||
8 | Protection District in 1974, when he signed on as a | ||||||
9 | part-time/POC firefighter; he became a full-time Lieutenant in | ||||||
10 | 1976, then served as a captain/shift commander from 1978 to | ||||||
11 | 1989; he served as assistant chief from 1989 until 1991, when | ||||||
12 | he was promoted to fire chief/administrator; he has also | ||||||
13 | performed in many other positions, including training officer, | ||||||
14 | shift commander, fire inspector, health and safety officer, | ||||||
15 | fire investigator, public information officer, purchasing | ||||||
16 | coordinator, and building and grounds; and
| ||||||
17 | WHEREAS, Chief Robert Tinucci has been instrumental in many | ||||||
18 | vital changes in the Darien-Woodridge Fire District over the | ||||||
19 | last 33 years; in the early 1980's he initiated and developed a | ||||||
20 | formal training program to attain State of Illinois Firefighter | ||||||
21 | Certification for all personnel and developed further minimum | ||||||
22 | standards to require State certifications for various officers | ||||||
23 | ranks and specialty team positions; he coordinated the |

1 | implementation of Advanced Life Support/Paramedic staffing in | ||||||
2 | the district in 1979; he was integral in the transformation of | ||||||
3 | the department from part-time/POC staffing into full-time | ||||||
4 | professional staffing augmented by part-time personnel, | ||||||
5 | providing an economical approach to maintain staffing levels in | ||||||
6 | the fire district; he was instrumental in the consolidation of | ||||||
7 | the Downers Grove Estate and Belmont Fire Districts in 1988 and | ||||||
8 | was directly responsible for the operational planning and | ||||||
9 | integration of the consolidated fire district's response | ||||||
10 | procedures, personnel, and equipment; he was directly | ||||||
11 | responsible for the development of "Automatic Aid" among | ||||||
12 | several neighboring fire departments and for the development of | ||||||
13 | formal mutual aid through the former Cook-DuPage Mutual Aid | ||||||
14 | Association and the present MABAS System; he was instrumental | ||||||
15 | in advancing the District's ISO Public Grading from a | ||||||
16 | combination Class 5/9, to a Class 3 Public Grading District | ||||||
17 | wide; he assisted in the development of guidelines and methods | ||||||
18 | for personnel administration, including hiring, promotional | ||||||
19 | criteria, recruitment, and professional development; he has | ||||||
20 | provided consultation to the initial and current Board of Fire | ||||||
21 | Commissioners; he has developed administrative methods and | ||||||
22 | procedures for all aspects of the fire district's | ||||||
23 | administration, which have increased the efficiency of | ||||||
24 | operations with a limited staff; he directly coordinated the | ||||||
25 | consolidation of the fire district's 911 Communications Center | ||||||
26 | with the Pleasantview Fire Protection District; he was the |

1 | Pension Board President from 1978 to 1991 and has been a member | ||||||
2 | of the pension board since 1978; he was directly responsible | ||||||
3 | for the district's facility planning involving their | ||||||
4 | space-needs analysis, ADA compliance, and other future needs, | ||||||
5 | culminating with the design and construction of their new | ||||||
6 | headquarters facility; he served as the primary representative | ||||||
7 | for the design, procurement, budgeting, and construction of the | ||||||
8 | district's facility; he initiated and coordinated the | ||||||
9 | functional consolidation of the fire district's Apparatus | ||||||
10 | Maintenance and Training Programs with several fire districts; | ||||||
11 | and he was responsible for the development of the Southwest | ||||||
12 | United Fire Districts into a separate entity through an | ||||||
13 | Intergovernmental Cooperation Agreement; and
| ||||||
14 | WHEREAS, Chief Robert Tinucci has also been very active in | ||||||
15 | other civic organizations; he has been an active member of the | ||||||
16 | International Fire Chiefs Association since 1991; he has been | ||||||
17 | an active member of the Illinois Fire Chiefs Association since | ||||||
18 | 1985; he has been an active member of the DuPage County Fire | ||||||
19 | Chiefs Association since 1991; he served as fire service | ||||||
20 | liaison for the 100 Club of DuPage County for 3 years; he has | ||||||
21 | been an active member of the Northern Illinois Alliance of Fire | ||||||
22 | Protection Districts since 1991; he has served as Vice | ||||||
23 | President, President, and Training Committee Chair of MABAS | ||||||
24 | Division 10; he has served in various roles in the Southwest | ||||||
25 | United Fire Districts; he was instrumental in the formation of |

1 | the Darien Area Public Administrators in 1991 and has served as | ||||||
2 | the coordinator of DAPA since its inception; he has been an | ||||||
3 | active member of Woodridge Public Administrators since 1991; | ||||||
4 | and he has served as an alumni board member with the Hinsdale | ||||||
5 | South High School Foundation since 2005; and | ||||||
6 | WHEREAS, In his 33 year career, Chief Robert Tinucci led | ||||||
7 | his fire district without anyone under his command suffering | ||||||
8 | serious injury or line of duty death; and | ||||||
9 | WHEREAS, Chief Robert Tinucci has lived in the Darien area | ||||||
10 | for 40 years; he and his wife, Jean, have 3 children, Jamie, | ||||||
11 | Carrie, and Joe; therefore, be it
| ||||||
12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
13 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
14 | congratulate Chief Robert Tinucci on his retirement, thank him | ||||||
15 | for his years of public service, and wish him continued success | ||||||
16 | and happiness in the future; and be it further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to Chief Robert Tinucci as a symbol of our esteem and | ||||||
19 | respect.
