| AMENDMENT TO HOUSE RESOLUTION 969

| AMENDMENT NO. ___. Amend House Resolution 969 on page 1, by |

| inserting immediately below line 12 the following: |

| "WHEREAS, The Governor needs to apply his powers of |
| 5 |
| commutation on a case by case basis and not grant blanket |
| 6 |
| commutation; and"; and
|
| 7 |
| on page 2, by replacing line 6 with the following: |
| 8 |
| "to public safety; and
|
| 9 |
| WHEREAS, The reforms implemented by Governor Ryan's |
| 10 |
| Capital Punishment Reform Committee and enacted by the General |
| 11 |
| Assembly as Public Act 93-605 have been working; and
|
| 12 |
| WHEREAS, The Capital Punishment Reform Study Committee's |
| 13 |
| report to the General Assembly is due later this year; |
| 14 |
| therefore, be it". |
