1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Many of the most vulnerable people in Illinois, | ||||||
3 | including persons with mental, developmental, and physical | ||||||
4 | disabilities, children, the elderly, and persons who are | ||||||
5 | homeless, depend upon State-funded programs for crucial | ||||||
6 | services; and
| ||||||
7 | WHEREAS, The services supported by State funds include | ||||||
8 | health care, food, shelter, clothing, and other vital services | ||||||
9 | needed to keep persons alive, healthy, and out of institutions; | ||||||
10 | and
| ||||||
11 | WHEREAS, Illinois provides a substantial percentage of | ||||||
12 | these services through grants and contracts with private | ||||||
13 | not-for-profit organizations, most of which organizations are | ||||||
14 | completely or substantially dependent on State funding for | ||||||
15 | their continued survival and many of which are small and lack | ||||||
16 | financial reserves or other assets; and
| ||||||
17 | WHEREAS, Illinois has entered into contracts with persons | ||||||
18 | with disabilities to provide peer-to-peer and other important | ||||||
19 | services, facilitate their recovery and re-entry into the | ||||||
20 | Illinois economy, and reduce the burden on taxpayers to support | ||||||
21 | such persons; and

1 | WHEREAS, Illinois does not have backup or redundant | ||||||
2 | services; indeed, in most areas of Illinois there are already | ||||||
3 | insufficient services to meet current needs; and
| ||||||
4 | WHEREAS, Illinois is falling further and further behind in | ||||||
5 | paying outside persons and not-for-profit organizations for | ||||||
6 | the services provided by them to Illinois' most vulnerable | ||||||
7 | citizens; and | ||||||
8 | WHEREAS, Late or delayed payments will result in the | ||||||
9 | cutback of crucial services to Illinois' most vulnerable | ||||||
10 | citizens and threaten the continued existence of some | ||||||
11 | organizations; and | ||||||
12 | WHEREAS, Illinois has previously enacted legislation | ||||||
13 | requiring the prompt payment of bills for crucial social | ||||||
14 | services provided to vulnerable populations; therefore, be it

15 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
16 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
17 | urge the Governor to take prompt and effective steps to ensure | ||||||
18 | that those entities providing crucial services to Illinois' | ||||||
19 | vulnerable populations under a State contract or grant receive | ||||||
20 | prompt payment for those services; and be it further

21 | RESOLVED, That the Governor report to the Speaker of the |

1 | House of Representatives of the Ninety-Fifth General Assembly | ||||||
2 | the steps that have been taken to implement this resolution; | ||||||
3 | and be it further | ||||||
4 | RESOLVED, That copies of this resolution be delivered to | ||||||
5 | each of the following: the Governor, the Secretary of Human | ||||||
6 | Services, the Director of Healthcare and Family Services, the | ||||||
7 | Director of Children and Family Services, the State | ||||||
8 | Comptroller, and the State Treasurer.
