| WHEREAS, Richard "Dick" Lockhart formed the governmental |
| 3 |
| consulting and lobbying firm, Social Engineering Associates, |
| 4 |
| Inc., (SEA) in 1958, and that company has remained in |
| 5 |
| continuous operation for the last 50 years; and
|
| 6 |
| WHEREAS, SEA has provided lobbying and other governmental |
| 7 |
| consulting services to a wide-range of non-profit interests, |
| 8 |
| currently representing 15 such organizations; and
|
| 9 |
| WHEREAS, SEA published the nonpartisan newsletter, "THE |
| 10 |
| ILLINOIS POLITICAL REPORTER" for 25 years from 1961 until 1986 |
| 11 |
| and conducted Lobbying Seminars during the 1970s and 1980s; |
| 12 |
| during the 1960s, SEA moderated "Metropolitan Report" on WTTW |
| 13 |
| Channel 11 in Chicago; and
|
| 14 |
| WHEREAS, Dick Lockhart, as President of SEA, was named by |
| 15 |
| the Chicago Sun-Times as one of the "10 Best Lobbyists in |
| 16 |
| Illinois", wrote the 10,000-word article on Illinois for the |
| 17 |
| Encyclopedia Britannica, and served as Special Consultant to |
| 18 |
| the President of the Constitutional Convention in 1970; in |
| 19 |
| 1981, he was selected as Speaker of the Illinois Third House; |
| 20 |
| in 2004, he was the recipient of Illinois Third House's |
| 21 |
| Lifetime Achievement Award; and
