2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Charlessa Wiggins | ||||||
4 | of Glen Ellyn on the occasion of her 110th birthday on February | ||||||
5 | 9, 2008; and
| ||||||
6 | WHEREAS, Named after her father, Charles, Charlessa | ||||||
7 | Bristol Stark was born in Duluth, Minnesota on February 9, | ||||||
8 | 1898; she moved with her family to Minneapolis, Minnesota in | ||||||
9 | 1912; shortly after World War I, she fell in love with John | ||||||
10 | David Wiggins; they married in 1928; and
| ||||||
11 | WHEREAS, Along with raising her sons, Charlessa Wiggins | ||||||
12 | served as an activist for women's rights; she belonged to | ||||||
13 | several study groups and traveled extensively; and
| ||||||
14 | WHEREAS, Charlessa Wiggins has served as a volunteer for | ||||||
15 | various groups throughout her adult life; she was a volunteer | ||||||
16 | for the University of Minnesota International Department in | ||||||
17 | conjunction with the State Department in Washington D.C. during | ||||||
18 | the 1950s, where she and others would play host to visitors | ||||||
19 | from around the world; while working as a volunteer for St. | ||||||
20 | Mark's Episcopal Church in Minneapolis during the 1950s, she | ||||||
21 | made an important discovery when she found books and records in | ||||||
22 | the basement of the diocese that were to be thrown out; these |

1 | items turned out to be very significant and valuable historical | ||||||
2 | records of Bishop Henry B. Whipple, who was elected the first | ||||||
3 | Episcopal bishop of Minnesota in 1859; and
| ||||||
4 | WHEREAS, After the passing of her husband, John, in 1971, | ||||||
5 | Charlessa Wiggins continued living in Minneapolis until 2004, | ||||||
6 | when she moved to Wisconsin to be closer to her family; after | ||||||
7 | her son, David, passed away, she moved to The Meadows in Glen | ||||||
8 | Ellyn to be closer to her son Peter, where she remains to this | ||||||
9 | day; and
| ||||||
10 | WHEREAS, Charlessa Wiggins wears dresses every day, taking | ||||||
11 | pride in her meticulous appearance; she loves working crossword | ||||||
12 | puzzles and reading books; and | ||||||
13 | WHEREAS, Charlessa Wiggins' wonderful family includes her | ||||||
14 | sons, David and Peter, her grandchildren, Peter Wiggins Jr. and | ||||||
15 | Sheryl Adkins, and her three great-grandchildren and three | ||||||
16 | great-great-grandchildren; therefore, be it

17 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
18 | NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we | ||||||
19 | congratulate Charlessa Wiggins on the occasion of her 110th | ||||||
20 | birthday and wish her many more happy years to come; and be it | ||||||
