HOUSE RESOLUTION

    WHEREAS, The members of the Illinois House of 
3
Representatives are pleased to recognize and congratulate John 
4
N. McGovern as he steps down as the Executive Director of the 
5
Northern Suburban Special Recreation Association (NSSRA) after 
6
16 years of outstanding leadership; and

 
7
    WHEREAS, The Northern Suburban Special Recreation 
8
Association is an intergovernmental partnership of the park 
9
districts of Deerfield, Glencoe, Glenview, Highland Park, 
10
Kenilworth, Lake Bluff, Northbrook, Northfield, Wilmette, and 
11
Winnetka, the Cities of Highwood and Lake Forest, and the 
12
Village of Riverwoods; and

 
13
    WHEREAS, During John N. McGovern's tenure, the NSSRA has 
14
been cited for numerous awards by the National Therapeutic 
15
Recreation Society, the National Institute on Recreation 
16
Inclusion, the Illinois Parks and Recreation Association, and 
17
the Illinois Therapeutic Recreation Section; and
 
18
    WHEREAS, John N. McGovern has been a leader in the field of 
19
parks and recreation in Illinois and across the nation; he has 
20
been a long-time advocate for recreation services for persons 
21
with disabilities and is committed to access to recreation for 
22
all people; and

    WHEREAS, As an advocate for individuals with disabilities, 
2
John N. McGovern has led many of the legislative efforts 
3
affecting Special Recreation Associations in Illinois over the 
4
last twenty years; and

 
5
    WHEREAS, John N. McGovern is an active member of the Joint 
6
Legislative Committee of the Illinois Parks and Recreation 
7
Association and the Illinois Association of Park Districts, 
8
through which he brilliantly lead the charge to introduce and 
9
successfully pass Senate Bill 1881, a piece of legislation that 
10
allows for residents across the State to advocate and receive 
11
year-round special recreation services; and

 
12
    WHEREAS, John N. McGovern's experience and education make 
13
him a sought-after speaker and nationally recognized expert on 
14
the application of the American with Disabilities Act to public 
15
parks and recreation; therefore, be it

 
16
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
17
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
18
extend our congratulations to John N. McGovern on all of his 
19
success and wish him the best in the future as he continues to 
20
be an advocate for access to recreation for all people; and be 
21
it further
