| HOUSE RESOLUTION
|

| WHEREAS, Dr. Ronald H. Carty will retire June 30, 2008, as |
3 |
| head of the Illinois Clean Coal Institute, located in |
4 |
| Carterville, after serving 11 years at ICCI and distinguishing |
5 |
| himself as one of the leading scientific and technical |
6 |
| authorities in the United States in terms of clean coal |
7 |
| technology; and
|
8 |
| WHEREAS, Dr. Carty joined the Illinois Clean Coal Institute |
9 |
| (ICCI) in 1997 and became its Director in 1999; the Institute, |
10 |
| the technical arm of the Illinois Office of Coal Development, |
11 |
| is responsible for direction of the Coal Research and |
12 |
| Development Program under the Department of Commerce and |
13 |
| Economic Opportunity; under Dr. Carty's leadership ICCI and |
14 |
| DCEO have conducted perhaps the most significant |
15 |
| State-sponsored coal research program in the nation; and
|
16 |
| WHEREAS, Dr. Carty has spent move than 30 years in research |
17 |
| and development; he is a native of coal country in eastern |
18 |
| Kentucky and received his Bachelor's of science degree from the |
19 |
| University of Cincinnati and his Master's and doctoral degrees |
20 |
| in chemical engineering from the University of Kentucky; after |
21 |
| doing post-doctoral work, Dr. Carty began his professional |
22 |
| career in coal research at the University of Kentucky Center Of |
23 |
| Applied Energy Research (formerly known as the Institute for |
|

| Mining and Minerals Research); among his projects at the |
2 |
| University of Kentucky, Dr. Carty helped to develop projects in |
3 |
| multi-fuel and fluidized-bed combustion systems as well as |
4 |
| production of hydrogen through the Institute for Mining and |
5 |
| Minerals Research thermochemical water splitting; and
|
6 |
| WHEREAS, Prior to his tenure at ICCI, Dr. Carty worked for |
7 |
| 16 years at the Institute of Gas Technology in Des Plaines, |
8 |
| leaving with the position of Assistant Director of Process |
9 |
| Research; at IGT, he directed research for thermal gasification |
10 |
| of biomass, coal liquefaction, coal tar upgrading, and sulfur |
11 |
| removal from coal char; he also was involved with projects |
12 |
| related to sulfur sorbents, as well as the development of an |
13 |
| advanced mild gasification process for coal that produces solid |
14 |
| and liquid co-products; and
|
15 |
| WHEREAS, He also managed research on mineral matter |
16 |
| behavior in coal gasification, high-temperature gas cleaning, |
17 |
| and direct flux solar reactor applications;
Illinois' success |
18 |
| in achieving a position of national prominence in the fields |
19 |
| related to coal development and clean coal research are a |
20 |
| direct result of the initiative, innovation, and leadership Dr. |
21 |
| Carty has provided; and
|
22 |
| WHEREAS, At the close of his career, he and his staff at |
23 |
| ICCI contributed in numerous and significant ways to the effort |

| that resulted in Illinois being selected in December 2007 to |
2 |
| host the $1.8 billion FutureGen project, designed to be the |
3 |
| first near-zero emissions electric power facility anywhere in |
4 |
| the world; and |
5 |
| WHEREAS, Dr. Carty will be recognized for his work at a |
6 |
| reception to be held on June 9, 2008 at the Rend Lake Resort at |
7 |
| Wayne Fitzgerald State Park; therefore, be it
|
8 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
9 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
10 |
| congratulate Dr. Carty and wish him the best as he retires; and |
11 |
| be it further
|

| RESOLVED, That a suitable copy of this resolution be |
13 |
| presented to Dr. Ronald Carty as a symbol of our respect and |
14 |
| esteem.
