HOUSE RESOLUTION

    WHEREAS, The General Assembly annually advocates for the 
3
advanced payment of the 23th and 24th General State Aid 
4
payments for Illinois schools; and

 
5
    WHEREAS, Accelerating the final two General State Aid 
6
payments in June is critical for school districts around the 
7
State as school officials strive to keep their budgets 
8
balanced; and

 
9
    WHEREAS, Delaying the General State Aid payments until July 
10
would create a serious cash-flow problem for many school 
11
districts; and

 
12
    WHEREAS, State law requires school districts to end the 
13
fiscal year with a balanced budget; and

 
14
    WHEREAS, School district officials deserve to have 
15
financial stability as they prepare for the upcoming school 
16
year; and

 
17
    WHEREAS, The State Finance Act authorizes the Governor to 
18
notify the State Treasurer and the State Comptroller to "effect 
19
advance distribution to school districts of amounts that 
20
otherwise would be payable" pursuant to Article 18 of the

School Code; and

    WHEREAS, Three Governors have exercised this accelerated 
3
payment authority in past fiscal years; therefore, be it

 
4
    RESOLVED, BY THE  HOUSE OF REPRESENTATIVES OF THE 
5
NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
6
urge Governor Rod Blagojevich to exercise his authority to 
7
accelerate the 23rd and 24th General State Aid payments 
8
immediately to assist school districts in complying with 
9
statutory, balanced-budget requirements.
