| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to congratulate Neil Codell, |
| 4 |
| Superintendent of Niles Township High School District 219 on |
| 5 |
| his retirement; and
|
| 6 |
| WHEREAS, Neil Codell has been the Superintendent of Niles |
| 7 |
| Township High Schools District 219 since July 1, 2002; prior to |
| 8 |
| that he served three years as the principal at Niles North High |
| 9 |
| School and as a teenager attended Niles West for two years; and
|
| 10 |
| WHEREAS, Mr. Codell's time as superintendent includes many |
| 11 |
| significant accomplishments, including: leading the |
| 12 |
| community-wide effort in 2004 to pass a successful voter |
| 13 |
| referendum increasing the education fund; overseeing extensive |
| 14 |
| construction improvements at both schools; and changing the |
| 15 |
| school day structure from mods to periods; Mr. Codell also |
| 16 |
| worked closely with the teacher and support unions to build |
| 17 |
| greater cooperation and harmony between the bargaining units |
| 18 |
| and management, including a three-year extension to the current |
| 19 |
| contracts; and
|
| 20 |
| WHEREAS, Under his leadership, the high schools introduced |
| 21 |
| an Individualized Learning Plan (ILP) for each student and |
| 22 |
| began to offer annual Parent-Teacher conferences that allow |
|
|

| parents to meet with teachers individually; he started the |
| 2 |
| practice of having student representatives on the District 219 |
| 3 |
| Board of Education; throughout his teaching career, students, |
| 4 |
| parents, and colleagues have remarked on Mr. Codell's unique |
| 5 |
| abilities to get to know students personally, and relentlessly |
| 6 |
| advocate for them; and
|
| 7 |
| WHEREAS, Before coming to District 219, Mr. Codell was |
| 8 |
| principal at Whitefish Bay High School in Whitefish Bay, |
| 9 |
| Wisconsin, where, under his reign, ACT scores improved to the |
| 10 |
| highest in the state and National Honor Society membership |
| 11 |
| increased by 50%;
Mr. Codell held various roles in elementary |
| 12 |
| and junior high school districts in Illinois; previous |
| 13 |
| positions include being principal at Addison Trail High School, |
| 14 |
| Northwood Junior High School, and acting superintendent at |
| 15 |
| Highwood-Highland Park School District 111, where he was |
| 16 |
| instrumental in passing a referendum before the school district |
| 17 |
| underwent consolidation; his first position as a principal was |
| 18 |
| at West Elementary School in Waukegan; and
|
| 19 |
| WHEREAS, Mr. Codell began his career as a teacher at Senn |
| 20 |
| High School in Chicago, where he spent ten years working with |
| 21 |
| students with social and emotional disorders;
Mr. Codell holds |
| 22 |
| a B.A. in history and a Master's of Education in Historical |
| 23 |
| Foundation from Loyola University; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
| 3 |
| congratulate Neil Codell on his retirement and thank him for |
| 4 |
| his years of dedication to the educational needs of our young |
| 5 |
| people; and be it further
|
| 6 |
| RESOLVED, That a suitable copy of this resolution be |
| 7 |
| presented to Neil Codell as a symbol of our respect and esteem.
