| HOUSE RESOLUTION
|

| WHEREAS, On October 2, 2009, the International Olympic |
3 |
| Committee (IOC) will select the host city for the Games of the |
4 |
| XXXI Olympiad, commonly known as the 2016 Summer Olympic Games; |
5 |
| and
|
6 |
| WHEREAS, The Chicago 2016 Committee, working in |
7 |
| cooperation with the United States Olympic Committee, has |
8 |
| submitted a bid to host the 2016 Games; and
|
9 |
| WHEREAS, On June 4, 2008, the International Olympic |
10 |
| Committee placed the Chicago 2016 bid on its short list of four |
11 |
| finalist Candidate Cities for the 2016 Games; and
|
12 |
| WHEREAS, Although the International Olympic Committee has |
13 |
| accepted Chicago's desire to be admitted to the rank of |
14 |
| Candidate Cities, the IOC has at the same time called attention |
15 |
| to what their permanent staff considers to be room for |
16 |
| improvements in Chicago's bid, as measured on a variety of |
17 |
| metrics; and
|
18 |
| WHEREAS, These metrics include Chicago's highway and |
19 |
| public transportation resources, and the city's overall |
20 |
| infrastructure; and
|
|

| WHEREAS, As a result of this showing, on the International |
2 |
| Olympic Committee's overall numerical ranking, Chicago, on |
3 |
| June 4, 2008, scored below two other cities also chosen as |
4 |
| Candidate Cities for the 2016 Games, Madrid and Tokyo; and
|
5 |
| WHEREAS, Only twenty-two cities around the world have been |
6 |
| chosen to host a Summer Olympic Games, of which only three, |
7 |
| Atlanta, Los Angeles, and St. Louis, have been cities located |
8 |
| within the United States of America; and |
9 |
| WHEREAS, The United States Olympic Committee, and the |
10 |
| separate United States Olympics teams, have entrusted their |
11 |
| chance to see the Summer Olympic Games in North America in 2016 |
12 |
| to the City of Chicago and the people of Illinois; and
|
13 |
| WHEREAS, Hosting the 2016 Summer Olympics would allow |
14 |
| Chicago to display itself to the world as a multi-ethnic city |
15 |
| and a model for the future direction of all of the peaceful |
16 |
| people of Earth; the direct economic benefits, indirect |
17 |
| economic benefits, and prestige bestowed by the honor of |
18 |
| hosting the Games of the XXXI Olympiad are literally |
19 |
| incalculable; therefore, be it
|
20 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
21 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
22 |
| the House of Representatives congratulates the Chicago 2016 |
|

| Committee upon the selection of Chicago as a Candidate City for |
2 |
| the Games of the XXXI Olympiad; and be it further
|
3 |
| RESOLVED, That the Illinois House of Representatives |
4 |
| expresses its gratitude to the United States Olympic Committee |
5 |
| for its support of Chicago's candidacy; and be it further |
6 |
| RESOLVED, That the Illinois House of Representatives |
7 |
| declares its support for the Chicago 2016 effort and stands |
8 |
| ready to take whatever actions seem appropriate to assist that |
9 |
| Chicago 2016 Committee as they prepare their Candidature File |
10 |
| for the International Olympic Committee, which is due on |
11 |
| February 12, 2009; and be it further |
12 |
| RESOLVED, That the people of Chicago and the State of |
13 |
| Illinois should cooperate on a nonpartisan basis to deploy the |
14 |
| resources necessary to meet the requirements requested by the |
15 |
| International Olympic Committee and assure the world that these |
16 |
| Games of the XXXI Olympiad will be successfully hosted by |
17 |
| Chicago; and be it further |
18 |
| RESOLVED, That this resource deployment will require the |
19 |
| enactment by Illinois of a comprehensive capital bill, which |
20 |
| will provide billions of dollars for essential needs in the |
21 |
| areas of roads, public transportation, and airports by |
22 |
| fulfilling the promises within the bid application; and be it |
