| HOUSE RESOLUTION
|

| WHEREAS, The members of the Illinois House of |
3 |
| Representatives are saddened to learn of the death of Herman |
4 |
| Hartcourt Blackorby Jr. of Jerseyville, who passed away July 8, |
5 |
| 2008; and
|
6 |
| WHEREAS, Herman Blackorby Jr. was born December 5, 1923, in |
7 |
| Granite City, one of 10 children born to Herman H. and Grace E. |
8 |
| (Drulard) Blackorby; he married the former Luella C. Carstens |
9 |
| on August 26, 1946, in Jerseyville; and
|
10 |
| WHEREAS, As a young man he attended Jersey County schools, |
11 |
| and entered the United States Navy in 1942, serving in World |
12 |
| War II; he attained the rank of aviation ordinance turret, |
13 |
| first class, and was honorably discharged in 1946; in November |
14 |
| 1946 he was hired by the city of Jerseyville as a patrolman for |
15 |
| the police department; he was elected Jersey County sheriff in |
16 |
| 1949, serving one term, then was elected Jersey County |
17 |
| treasurer; he served in that capacity for three years before he |
18 |
| was asked to serve as chief of police for the city of |
19 |
| Jerseyville, a position he held for 23 years before retiring in |
20 |
| 1980; and
|
21 |
| WHEREAS, He began serving as a security officer for Jersey |
22 |
| State Bank in 1982, and in April 1983, once again served the |
|
|

| citizens of Jerseyville, being elected as the city's mayor, |
2 |
| serving the Jerseyville community for three terms; and |
3 |
| WHEREAS, He served on many clubs, committees, and |
4 |
| organizations, including the First United Methodist Church, |
5 |
| the Fieldon Masonic Lodge, where he served as master in 1969, |
6 |
| and the board of directors of the Piasa Council of the Boy |
7 |
| Scouts of America; he was president of the Jerseyville Jaycees |
8 |
| in 1956; he was a lifetime member of the Illinois Association |
9 |
| of Chiefs of Police, serving on the executive board for 10 |
10 |
| years; he was a life member of the Illinois Police Association, |
11 |
| a chairman of the Southern Illinois Police Association, and |
12 |
| advisory board member for the research center for law |
13 |
| enforcement education at Western Illinois University in Macomb |
14 |
| for four years; and he served as chairman of the West Central |
15 |
| Illinois Law Enforcement Commission for five years; and
|
16 |
| WHEREAS, He was preceded in death by a granddaughter, Jamie |
17 |
| (Blackorby) Arthur; and three brothers, Cleo, Harold, and Bert |
18 |
| Blackorby and one in infancy; and
|
19 |
| WHEREAS, Herman Blackorby Jr. is survived by his wife, |
20 |
| Luella; his two sons and daughters-in-law, Richard and Connie |
21 |
| Blackorby and Ronald and Vicky Blackorby; his three |
22 |
| granddaughters, Leigh (husband, Todd) McGill, Shannon |
23 |
| Blackorby, and Mindy Blackorby; his sisters, Bernadine |

| Sloke Blackorby and Louis Blackorby; therefore, be it

| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we |
5 |
| mourn, along with his family and friends, the passing of Herman |
6 |
| Blackorby Jr.; and be it further
|
7 |
| RESOLVED, That a suitable copy of this resolution be |
8 |
| presented to the family of Herman Blackorby Jr. as a symbol of |
9 |
| our sympathy.
