| WHEREAS, The members of the Illinois House of |
| 3 |
| Representatives are pleased to honor James F. Conter for his |
| 4 |
| many accomplishments in his 75 years of dedicated public |
| 5 |
| service; and
|
| 6 |
| WHEREAS, James Conter was born in Freeport on April 8, |
| 7 |
| 1915; he graduated from Freeport High School in 1933; he |
| 8 |
| married Louise "Pat" Conter in 1937, and they have been a |
| 9 |
| "team" for the past 71 years; and
|
| 10 |
| WHEREAS, After attending college in Springfield, James |
| 11 |
| Conter joined the FBI in 1940, serving as a Special Employee |
| 12 |
| Agent in Springfield; he served in that capacity in Honolulu, |
| 13 |
| Hawaii during World War II; upon the death of his father, he |
| 14 |
| left the FBI in 1944 and returned to Freeport, where he |
| 15 |
| assisted in the operation of the family plumbing business; and
|
| 16 |
| WHEREAS, In 1944, James Conter was drafted into the U.S. |
| 17 |
| Navy, serving as a Yeoman until 1946, when he returned home; |
| 18 |
| upon his return, he attended Loyola University in Chicago, |
| 19 |
| graduating in 1947; after graduation, he assisted in the family |
| 20 |
| plumbing business from 1947 until 1965, when he went to work |
| 21 |
| for the State of Illinois Health and Human Services and the |
| 22 |
| Department of Children and Family Services; he served the State |
