| WHEREAS, The current recession is heavily impacting the |
| 3 |
| small businesses in our nation because of several trends, |
| 4 |
| including decreased sales and difficulties in obtaining small |
| 5 |
| business financing; and
|
| 6 |
| WHEREAS, The National Bureau of Economic Research |
| 7 |
| determined that the current recession began in December 2007; |
| 8 |
| this means that, as of December 2008, this is the longest |
| 9 |
| downturn in a quarter century; and
|
| 10 |
| WHEREAS, The National Federation of Independent Business |
| 11 |
| (NFIB) has collected small business economic trends data with |
| 12 |
| surveys since 1973; in November 2008, the NFIB reported that |
| 13 |
| its Index of Small Business Optimism fell to its third-lowest |
| 14 |
| reading in the 35 year history of the survey; and
|
| 15 |
| WHEREAS, The NFIB November 2008 survey further revealed |
| 16 |
| record or near-record low ratings in the small business |
| 17 |
| sector's expectations concerning the creation of new jobs, |
| 18 |
| improved business conditions, and increased sales; and |
| 19 |
| WHEREAS, The United States Congress authorized the |
| 20 |
| Department of the Treasury to provide varied financial |
| 21 |
| assistance programs to the banking, insurance, and housing |
