To the Honorable Members of the

Illinois Senate

95th General Assembly

Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return

Senate Bill 120, entitled “AN ACT concerning State government”, with the following specific recommendation for change:

on page 2, line 10, after “rate.”, by inserting “However, in the event the rate set under federal regulations is an increase of 3% or greater, the effective date of the new rate shall be the July 1 immediately following the change in the federal rate.”

With this change, Senate Bill 120 will have my approval. I respectfully request your concurrence.
