AMENDMENT TO SENATE BILL 169

2     AMENDMENT NO. ______. Amend Senate Bill 169, on page 1, by
3 replacing lines 9 and 10 with the following:
 
4     "Section 10. The Illinois Vehicle Code is amended by
5 changing Section 3-629 and adding Section 3-664 as follows:
 
6     (625 ILCS 5/3-629)
7     Sec. 3-629. Collegiate license plates; scholarship fund.
8     (a) In addition to any other special license plate, the
9 Secretary, upon receipt of all applicable fees and applications
10 made in the form prescribed by the Secretary of State, may
11 issue collegiate license plates. The collegiate plates issued
12 under this Section shall be affixed only to passenger vehicles
13 of the first division and motor vehicles of the second division
14 weighing not more than 8,000 pounds and subject to the
15 staggered registration system. Plates issued under this
16 Section shall expire according to the staggered multi-year

1 procedure established under Section 3-414.1 of this Code.
2     (b) The design, color, and format of the plates shall be
3 wholly within the discretion of the Secretary of State. The
4 Secretary of State may, at his or her discretion, issue the
5 plates for any public college or university located in this
6 State or for any degree-granting, not-for-profit private
7 college or university located in this State or a contiguous
8 state. If the college or university is located in a contiguous
9 state, there must be not less than 10,000 alumni of the college
10 or university residing in this State. The Secretary may, in his
11 or her discretion, allow the plates to be issued as vanity
12 plates or personalized in accordance with Section 3-405.1 of
13 this Code. The plates are not required to designate "Land Of
14 Lincoln", as prescribed in subsection (b) of Section 3-412 of
15 this Code. The Secretary shall prescribe the eligibility
16 requirements including a minimum level of specialized license
17 plates requests and, in his or her discretion, shall approve
18 and prescribe stickers or decals as provided under Section
19 3-412.
20     (c) An applicant shall be charged a $40 fee for original
21 issuance in addition to the applicable registration fee. Of the
22 original issuance fee in the case of a public university or
23 college, $25 shall be deposited into the State College and
24 University Trust Fund and $15 shall be deposited into the
25 Secretary of State Special License Plate Fund to be used by the
26 Secretary of State, subject to appropriation, to help defray

1 the administrative costs of issuing the plate. Of the original
2 issuance fee in the case of a degree-granting, not-for-profit
3 private college or university, $25 shall be deposited into the
4 University Grant Fund and $15 shall be deposited into the
5 Secretary of State Special License Plate Fund to be used by the
6 Secretary of State, subject to appropriation, to help defray
7 the administrative cost of issuing the plate. In addition to
8 the regular renewal fee, an applicant shall be charged $27 for
9 the renewal of each set of license plates issued under this
10 Section; $25 shall be deposited into the State College and
11 University Trust Fund in the case of a public university or
12 college or into the University Grant Fund in the case of a
13 degree-granting, not-for-profit private college or university,
14 and $2 shall be deposited into the Secretary of State Special
15 License Plate Fund plates for all collegiate plates.
16     (d) The State College and University Trust Fund is created
17 as a special fund in the State treasury. The State Treasurer
18 shall create separate accounts within the State College and
19 University Trust Fund for each public university or college for
20 which collegiate license plates have been issued. Moneys in the
21 State College and University Trust Fund shall be allocated to
22 each account in proportion to the number of plates sold in
23 regard to each public university or college. Moneys deposited
24 into the State College and University Trust Fund during the
25 preceding calendar year shall be distributed, subject to
26 appropriation, to each participating public university or

1 college. This revenue shall be used for the sole purpose of
2 scholarship grant awards to Illinois residents.
3     (e) The University Grant Fund is created as a special fund
4 in the State treasury. The State Treasurer shall create
5 separate accounts within the University Grant Fund for each
6 university or college for which collegiate license plates have
7 been issued. Moneys in the University Grant Fund shall be
8 allocated to each account in proportion to the number of plates
9 sold in regard to each university or college. Moneys deposited
10 into these accounts during the preceding calendar year shall,
11 subject to appropriation, be distributed through the Illinois
12 Student Assistance Commission to participating private
13 colleges and universities. This revenue shall be used for the
14 sole purpose of scholarship grant awards to Illinois residents.
15 All moneys in the University Grant Fund shall be appropriated
16 to the Illinois Student Assistance Commission to make
17 reimbursements to participating private colleges and
18 universities under the Higher Education License Plate Grant
19 Program.
