    AMENDMENT NO. ______. Amend Senate Bill 210  by replacing

everything after the enacting clause with the following:

    "Section 5. The Intergovernmental Cooperation Act is 
5
amended by changing Section 2 as follows:

    (5 ILCS 220/2)  (from Ch. 127, par. 742)

    Sec. 2. Definitions. For the
the purpose of this Act:
8
    (1) The term "public agency" shall mean any unit of local 
9
government as
defined in the Illinois Constitution of 1970, any 
10
school district, any public
community college district, any 
11
public building commission, the
State of Illinois, any agency 
12
of the State government or of the United
States, or of any 
13
other State, any political subdivision of another
State, and 
14
any combination of the above pursuant to an intergovernmental

15
agreement which includes provisions for a governing body of the 
16
agency created
by the agreement.

    For the purposes of this Act, "public agency" includes the

Mid-America
Intermodal Authority Port District created under 
3
the Mid-America Intermodal
Authority Port District Act.
