| during school hours and on school property occurring through |

| the use
of cellular radio telecommunication devices and (ii) |
| 11 |
| increase the safety of
students and school personnel during |
| 12 |
| school hours and on school property.

| (b) The school board may establish appropriate rules and
|
| 14 |
| disciplinary procedures governing the use or possession of |
| 15 |
| cellular radio
telecommunication devices by a student while in |
| 16 |
| a school or on school property,
during regular school hours, or |
| 17 |
| at any other time. However, a student must not be suspended or |
| 18 |
| given detention during regular school hours for violating any |
| 19 |
| rules or policies governing the use or possession of cellular |
| 20 |
| radio telecommunication devices.
