    Amends various Acts relating to the governance of the public universities in Illinois. Requires the board of trustees of each university to offer 50% tuition waivers for undergraduate education to the children of persons receiving a retirement or disability retirement annuity under the Illinois Pension Code based on at least 20 years of service with one or more than one public university if the child is the biological offspring or an adopted child or step-child of the person prior to his or her retirement. Effective July 1, 2007.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The University of Illinois Act is amended by
5 changing Section 7f as follows:
 
6     (110 ILCS 305/7f)   (from Ch. 144, par. 28f)
7     Sec. 7f. Partial tuition waivers.
8     (a) As used in this Section, "Illinois college or
9 university" means any of the following: the University of
10 Illinois, Southern Illinois University, Chicago State
11 University, Eastern Illinois University, Governors State
12 University, Illinois State University, Northeastern Illinois
13 University, Northern Illinois University, and Western Illinois
14 University.
15     (b) Each year the Board of Trustees of the University of
16 Illinois shall offer 50% tuition waivers for undergraduate
17 education at any campus under its governance or supervision to
18 the children of (1) employees of an Illinois college or
19 university who have been employed by any one or by more than
20 one Illinois college or university for an aggregate period of
21 at least 7 years or (2) persons receiving a retirement or
22 disability retirement annuity under the Illinois Pension Code
23 based on at least 20 years of service with one or more than one

1 Illinois college or university, including persons who already
2 are receiving such an annuity on the effective date of this
3 amendatory Act of the 95th General Assembly, if the child is
4 the biological offspring or an adopted child or step-child of

7 an Illinois college or university (i) must be under the age of
8 25 at the commencement of the academic year during which the

14 programs.
15     (c) Subject to the provisions and limitations of subsection
16 (b), an eligible applicant who has continued to maintain
17 satisfactory academic progress toward graduation may have his
18 or her partial tuition waiver renewed until the time as he or
19 she has expended 4 years of undergraduate partial tuition
20 waiver benefits under this Section.
21     (d) No partial tuition waiver offered or allocated to any
22 eligible applicant in accordance with the provisions of this
23 Section shall be charged against any tuition waiver limitation
24 established by the Illinois Board of Higher Education.
25     (e) The Board of Trustees shall prescribe rules and
26 regulations as are necessary to implement and administer the
