SYNOPSIS AS INTRODUCED:
 		













30 ILCS 500/25-80 new










    Amends the Illinois Procurement Code.  Requires that service contracts include a clause that a responsible bidder or offeror must certify (i) that it shall offer to assume the collective bargaining obligations of the prior employer and (ii) that it shall offer employment to any employees currently in any existing bargaining unit who perform substantially similar work.

    AN ACT concerning finance.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Illinois Procurement Code is amended  by 
5
adding Section 25-80 as follows:

    (30 ILCS 500/25-80  new)

    Sec. 25-80. Successor vender. All service contracts shall 
8
include a clause requiring the bidder or offeror, in order to 
9
be considered a responsible bidder or offeror for the purposes 
10
of this Code, to certify to the purchasing agency (i) that it 
11
shall offer to assume the collective bargaining obligations of 
12
the prior employer, including any existing collective 
13
bargaining agreement with the bargaining representative of any 
14
existing collective bargaining unit or units performing 
15
substantially similar work to the services covered by the 
16
contract subject to its bid or offer, and (ii) that it shall 
17
offer employment to all employees currently employed in any 
18
existing bargaining unit performing substantially similar work 
19
that will be performed by the successor vendor.
