AMENDMENT TO SENATE BILL 731

    AMENDMENT NO. ______. Amend Senate Bill 731 by replacing 
3
everything after the enacting clause with the following:

    "Section 5. The Department of Human Services Act is amended  
5
by adding Section 10-33 as follows:

    (20 ILCS 1305/10-33  new)
7
    Sec. 10-33. Sexual assault education program.

    (a) The Department shall conduct a comprehensive study of 
9
the needs of women with disabilities who reside in the 
10
community as  well as structured living environments regarding 
11
sexual assault and  the threat of sexual violence. The study 
12
must include a needs assessment during the first year that 
13
gathers input from women with disabilities, service providers, 
14
and advocacy organizations.  This study must inform the 
15
development and implementation of educational programs for 
16
women with disabilities, including distribution of information

materials during the first year.  These materials must include

information on indications of possible occurrences of sexual 
3
assault, the rights of sexual-assault victims, and any public 
4
or private victim-assistance programs and resources available, 
5
including resources available through the Office of the 
6
Attorney General.

    (b) The Department shall seek to attain any federal grants 
8
or other funding that may be available for the purpose of this 
9
Section.

    (c) The Department shall adopt any rule necessary for the 
11
implementation and administration of the program under this 
12
Section.".
