Pursuant to Article IV, Section 9(e) of the Illinois Constitution of 1970, I hereby return Senate Bill 783, entitled “AN ACT concerning State government.” with the following specific recommendations for change:

on page 43, line 3, after “2007”, by deleting “, and 2008”; and

on page 43, line 3, before “2007” by reinserting “and”; and

on page 43, line 5, after “$97,313,000.”, by inserting “For fiscal year 2008 only, no Road Fund monies shall be appropriated to the Department of State Police for the purposes of this Section in excess of $106,100,000.”; and

on page 337, line 20, by replacing “2006-2007” with “2005-2006”; and

on page 337, line 21, by replacing “2007-2008” with “2006-2007”; and

on page 338, line 18, by replacing “2006-2007” with “2005-2006”; and

on page 338, line 18, by replacing “2007-2008” with “2006-2007”; and

on page 338, line 23, by replacing “2006-2007” with “2005-2006”; and

on page 338, line 24, by replacing “2007-2008” with “2006-2007”; and

on page 339, line 5, by replacing “2006-2007” with “2005-2006”; and

on page 339, line 5, by replacing “2007-2008” with “2006-2007”; and

on page 339, line 10, by replacing “2006-2007” with “2005-2006”; and

on page 339, line 11, by replacing “2007-2008” with “2006-2007”; and

on page 339, line 21, by replacing “2006-2007” with “2005-2006”; and

on page 339, line 21, by replacing “2007-2008” with “2006-2007”.

With these changes, Senate Bill 783 will have my approval. I respectfully request your concurrence.
