| AMENDMENT TO SENATE BILL 1173

| AMENDMENT NO. ______. Amend Senate Bill 1173, on page 4, |

| line 12, after the period, by inserting the following:

| "The Authority may contract with another public or private |
| 5 |
| entity to provide immobilization, tow, or impoundment |
| 6 |
| services."; and
|
| 7 |
| on page 4, line 24, after the period, by inserting the |
| 8 |
| following:
|
| 9 |
| "As used in this subsection (a-5), "vehicle" includes any |
| 10 |
| vehicle as defined in Section 1-217 of the Illinois Vehicle |
| 11 |
| Code."; and
|
| 12 |
| by replacing lines 6 through 26 on page 12 and lines 1 through |
| 13 |
| 4 on page 13 with the following:

| officer shall issue a Uniform Traffic
Citation and shall |

| confiscate the cover or other device that obstructs the

| visibility or electronic image recording of the plate. If the |
| 5 |
| Department of State Police Officer or
local law enforcement |
| 6 |
| officer having jurisdiction observes that the plate itself
has |
| 7 |
| been physically treated with a substance or material that is |
| 8 |
| obstructing
the visibility or electronic image recording of the |
| 9 |
| plate, the officer
shall issue a Uniform Traffic Citation and |
| 10 |
| shall confiscate the plate. A fine
of $75 shall be imposed in |
| 11 |
| any instance where a plate cover obstructs the
visibility or |
| 12 |
| electronic image recording of the plate. A fine of $1,000 shall
|
| 13 |
| be imposed where a plate has been physically altered with any |
| 14 |
| chemical or
reflective substance or coating that obstructs the |
| 15 |
| visibility or electronic
image recording of the plate. The |
| 16 |
| Secretary of State shall revoke the
registration of any plate |
| 17 |
| that has been found by a court or administrative
tribunal to |
| 18 |
| have been physically altered with any chemical or reflective
|
| 19 |
| substance or coating that obstructs the visibility or |
| 20 |
| electronic image
recording of the plate
