    AMENDMENT NO. ______. Amend Senate Bill 1245  by replacing

everything after the enacting clause with the following:

    "Section 5. The Mental Health and Developmental 
5
Disabilities Administrative Act is amended  by changing Section 
6
4.3 as follows:

    (20 ILCS 1705/4.3)  (from Ch. 91 1/2, par. 100-4.3)

    Sec. 4.3. Site visits and inspections.

    (a) (Blank).

    (b) The Department shall establish a system of
annual

on-site
inspections of each facility under its jurisdiction.

The inspections shall
be conducted by the
the Department's 
13
central office to:

        (1) Determine facility compliance with Department 
15
    policies and procedures;

        (2) Determine facility compliance with audit

    recommendations;

        (3) Evaluate facility compliance with applicable 
3
    federal standards;

        (4) Review and follow up on complaints made by 
5
    community mental health
agencies and advocates, and on

    findings of the Human Rights Authority
division of the

    Guardianship and Advocacy Commission; and


8
        (5) Review administrative and management problems 
9
    identified
by other sources.
