| AMENDMENT TO SENATE BILL 1317

| AMENDMENT NO. ______. Amend Senate Bill 1317 on page 25, |

| after line 2, by inserting the following:

| "The Authority shall not provide financing for any project, |
| 5 |
| or portion thereof, located outside the boundaries of the |
| 6 |
| United States of America. |
| 7 |
| Notwithstanding any other provision of this Act, the |
| 8 |
| Authority shall not provide financing that constitutes an |
| 9 |
| indebtedness or obligation, general or moral, or a pledge of |
| 10 |
| the full faith or loan of credit of the State for any project, |
| 11 |
| or portion thereof, that is located outside of the State.".
