AMENDMENT TO SENATE BILL 1511

2     AMENDMENT NO. ______. Amend Senate Bill 1511, AS AMENDED,
3 by replacing everything after the enacting clause with the
4 following:
 
5     "Section 5. The General Obligation Bond Act is amended by
6 changing Section 7 as follows:
 
7     (30 ILCS 330/7)  (from Ch. 127, par. 657)
8     Sec. 7. Coal and Energy Development. The amount of
9 $663,200,000 is authorized to be used by the Department of
10 Commerce and Economic Opportunity (formerly Department of
11 Commerce and Community Affairs) for coal and energy development
12 purposes, pursuant to Sections 2, 3 and 3.1 of the Illinois
13 Coal and Energy Development Bond Act, for the facility cost
14 reports prepared pursuant to Section 1-75(d)(4) of the Illinois
15 Power Agency Act, for the purposes specified in Section 8.1 of
16 the Energy Conservation and Coal Development Act, and for the

1 purposes specified in Section 605-332 of the Department of
2 Commerce and Economic Opportunity Law of the Civil
3 Administrative Code of Illinois. Of this amount:
4     (a) $150,000,000 $115,000,000 is for the specific purposes
5 of (i) acquisition, development, construction, reconstruction,
6 improvement, financing, architectural and technical planning
7 and installation of capital facilities consisting of
8 buildings, structures, durable equipment, and land for the
9 purpose of capital development of coal resources within the
10 State and for the purposes specified in Section 8.1 of the
11 Energy Conservation and Coal Development Act and (ii)
12 subsidizing the facility cost reports prepared pursuant to
13 Section 1-75(d)(4) of the Illinois Power Agency Act;
14     (b) (Blank) $35,000,000 is for the purposes specified in
15 Section 8.1 of the Energy Conservation and Coal Development Act
16 and making a grant to the owner of a generating station located
17 in Illinois and having at least three coal-fired generating
18 units with accredited summer capability greater than 500
19 megawatts each at such generating station as provided in
20 Section 6 of that Bond Act;
21     (c) $13,200,000 is for research, development and
22 demonstration of forms of energy other than that derived from
23 coal, either on or off State property; and
24     (d) $500,000,000 is for the purpose of providing financial
25 assistance to new electric generating facilities as provided in
26 Section 605-332 of the Department of Commerce and Economic
