Amends the Mental Health and Developmental Disabilities Administrative Act. Subject to appropriation, requires the Department of Human Services to operate Community Resource Centers at each of its 9 State-operated developmental centers. Provides that the objective of the Community Resource Centers is to improve services delivered in the community by providing the services of the skilled State workforce to individuals residing in community settings when individuals need those services.

| AN ACT concerning government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Mental Health and Developmental |
5 |
| Disabilities Administrative Act is amended by adding Section |
6 |
| 4.4 as follows: |
7 |
| (20 ILCS 1705/4.4 new) |

| Sec. 4.4. Community Resource Centers. |
9 |
| (a) The General Assembly finds that many individuals with |
10 |
| developmental disabilities, in consultation with their family |
11 |
| members or legal guardians, or both, seek care in |
12 |
| State-operated developmental centers because of the extensive |
13 |
| array of services available in those settings. Other |
14 |
| individuals with developmental disabilities, in consultation |
15 |
| with their family members or legal guardians, or both, choose |
16 |
| to receive services in community residential settings or in |
17 |
| their own homes. However, these individuals may find that |
18 |
| critical services are simply unavailable when needed in many |
19 |
| community settings. As a result, these individuals and their |
20 |
| families face unnecessary hardships and risk unnecessary |
21 |
| service disruptions. In order for the Department of Human |
22 |
| Services to meet its responsibility to protect the health and |
23 |
| welfare of persons with developmental disabilities, the |

| appropriate services, provided by trained and qualified |
2 |
| workers, must be available and accessible. State-operated |
3 |
| developmental centers are uniquely positioned to provide these |
4 |
| services because the higher needs of the current center |
5 |
| residents necessitate the presence of highly trained and |
6 |
| specialized staff. |

| (b) Subject to appropriation, the Department of Human |
8 |
| Services shall operate Community Resource Centers at each of |
9 |
| its 9 State-operated developmental centers. The objective of |
10 |
| the Community Resource Centers is to improve services delivered |
11 |
| in the community by providing the services of the skilled State |
12 |
| workforce to individuals residing in community settings when |
13 |
| individuals need those services. These services shall be |
14 |
| provided on an inpatient or outpatient basis or in the |
15 |
| resident's home or other settings. The services shall include, |
16 |
| but need not be limited to, services already available to |
17 |
| individuals residing at State-operated developmental centers |
18 |
| including, but not limited to, the following: |
19 |
| (1) Providing direct care services for individuals |
20 |
| with developmental disabilities, including, but not |
21 |
| limited to, medical services, podiatric services, dental |
22 |
| services, respite care, psychiatric services, behavioral |
23 |
| services, geriatric services, post-operative convalescent |
24 |
| care, crisis medical and behavioral care, communication |
25 |
| services, educational and vocational services, and |
26 |
| adaptive equipment. These services shall be made available |

| when appropriate upon the request of the individual, the |
2 |
| individual's guardian, or the individual's service |
3 |
| provider. |

| (2) Advising and assisting community-based providers |
5 |
| with individual program planning services, including, but |
6 |
| not limited to, review of medications and behavioral plans. |
7 |
| These services shall be made available upon the request of |
8 |
| the individual's service provider. |
9 |
| (3) Providing specialized training in the unique needs |
10 |
| of individuals with developmental disabilities for direct |
11 |
| care practitioners and students, including, but not |
12 |
| limited to, doctors, dentists, podiatrists, psychiatrists, |
13 |
| and other health practitioners and students.
