    AMENDMENT NO. ______. Amend Senate Bill 1992 on page 1,

line 9, by replacing "100 taxpayers residing" with "a number of

electors  of the county equal to at least 0.5% of the total

number of votes cast during the last preceding gubernatorial

election"; and

on page 3, line 7, by replacing "may" with "shall"; and

on page 3, line 11, by replacing "100 taxpayers residing" with
