Amends the Environmental Protection Act. Requires the Environmental Protection Agency to develop a statewide stormwater management plan and establish minimum standards for activities related to stormwater management if those activities concern the construction, enlargement, relocation, or reconstruction of any street, highway, road, or bridge. Requires the Agency to publish the plan and the standards within 2 years. Requires the Agency to establish any department or staffing as necessary within the Agency to ensure the implementation and maintenance of the plan and guidelines.

| AN ACT concerning environmental safety.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Environmental Protection Act is amended by |
| 5 |
| adding Section 13.7 as follows:
|

| (415 ILCS 5/13.7 new) |

| Sec. 13.7. Statewide stormwater management plan. |
| 8 |
| (a) The Agency shall develop a statewide stormwater |
| 9 |
| management plan and establish minimum standards for activities |
| 10 |
| related to stormwater management if those activities concern |
| 11 |
| the construction, enlargement, relocation, or reconstruction |
| 12 |
| of any street, highway, road, or bridge. |
| 13 |
| (b) The Agency shall publish the plan and the standards |
| 14 |
| required under this Section no later than 2 years after the |
| 15 |
| effective date of this amendatory Act of the 95th General |
| 16 |
| Assembly. |
| 17 |
| (c) The Agency shall establish any department or staffing |
| 18 |
| as necessary within the Agency to ensure the implementation and |
| 19 |
| maintenance of the plan and guidelines.
