| 3 | line 18, after "municipality." by inserting the following:

| 4 | "Any such property taxes must be levied on a basis that | ||||||
| 5 | provides a rational relationship between the amount of the tax | ||||||
| 6 | levied against each lot, block, tract, and parcel of land in | ||||||
| 7 | each special service area and the special service benefit | ||||||
| 8 | rendered.".
