1 | AN ACT concerning education.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Public Community College Act is amended by | ||||||
5 | changing Section 3-8 as follows:
| ||||||
6 | (110 ILCS 805/3-8) (from Ch. 122, par. 103-8)
| ||||||
7 | Sec. 3-8. Following each election and canvass, the new | ||||||
8 | board shall
hold its organizational meeting on or before the | ||||||
9 | 28th day after the election . ,
except that in 1999, 2001, and | ||||||
10 | 2003 (except District #522) the board shall
organize within 14 | ||||||
11 | days
after the first Tuesday after the first Monday of November | ||||||
12 | in each of those 3
years. In 2003 in District #522, the new | ||||||
13 | board shall hold its organizational
meeting on or before the | ||||||
14 | 14th day after the consolidated election.
If the election is | ||||||
15 | the initial election ordered by the regional superintendent,
| ||||||
16 | the organizational meeting shall be convened by the regional | ||||||
17 | superintendent,
who shall preside over the meeting until the | ||||||
18 | election for chairman, vice
chairman and secretary of board is | ||||||
19 | completed. At all other organizational
meetings, the chairman | ||||||
20 | of the board, or, in his or her absence, the president
of the | ||||||
21 | community college or acting chief executive officer of the | ||||||
22 | college shall
convene the new board, and conduct the election | ||||||
23 | for chairman, vice chairman and
secretary. The board shall then |

1 | proceed with its organization under the newly
elected board | ||||||
2 | officers, and shall fix a time and place for its regular
| ||||||
3 | meetings. It shall then enter upon the discharge of its duties. | ||||||
4 | Public notice of the schedule of regular meetings for the next | ||||||
5 | calendar year, as set at the organizational meeting, must be | ||||||
6 | given at the beginning of that calendar year. The terms of
| ||||||
7 | board office shall be 2 years, except that the board by | ||||||
8 | resolution may
establish a policy for the terms of office to be | ||||||
9 | one year, and provide for the
election of officers for the | ||||||
10 | remaining one year period.
Terms of members are subject to | ||||||
11 | Section 2A-54 of the Election Code.
| ||||||
12 | Special meetings of the board may be called by the chairman | ||||||
13 | or by any
3 members of the board by giving notice thereof in | ||||||
14 | writing stating the
time, place and purpose of the meeting. | ||||||
15 | Such notice may be served by
mail 48 hours before the meeting | ||||||
16 | or by personal service 24 hours before
the meeting.

17 | At each regular and special meeting which is open to the | ||||||
18 | public,
members of the public and employees of the community | ||||||
19 | college district shall
be afforded time, subject to reasonable | ||||||
20 | constraints, to comment to or ask
questions of the board.

22 | Section 99. Effective date. This Act takes effect upon | ||||||
23 | becoming law.
