| AMENDMENT NO. ______. Amend Senate Bill 2595, AS AMENDED, |

| in Section 1-95, Sec. 6z-76, by replacing subsection (b) with |

| the following:

| "(b) Expenditures and transfers may be made from the GROW |
| 6 |
| Illinois Fund only as appropriated or directed by the General |
| 7 |
| Assembly by law. Moneys in the GROW Illinois Fund may be used |
| 8 |
| only for capital expenditures, including, but not limited to, |
| 9 |
| grants and appropriations to units of local government, school |
| 10 |
| districts, and community college districts for their capital |
| 11 |
| and infrastructure needs.".
