| AMENDMENT NO. ______. Amend Senate Bill 2691 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Campus Security Act is amended by changing |
| 5 |
| Section 1 and by adding Section 20 as follows:

| Sec. 1. Short title. This Act may be cited as the Campus |
| 8 |
| Security Enhancement Act of 2008.

| Sec. 20. Campus security enhancement. |
| 12 |
| (a) In this Section, "higher education institution" means a |
| 13 |
| public university, a public community college, or an |
| 14 |
| independent, not-for-profit or for-profit higher education |
| 15 |
| institution located in this State. |

| (b) Each higher education institution is required to do |
| 2 |
| the following: |
| 3 |
| (1) develop a National Incident Management |
| 4 |
| System-compliant, all-hazards, emergency response plan in |
| 5 |
| partnership with the institution's county or major |
| 6 |
| municipal emergency management official, report the plan |
| 7 |
| to this official, and have training and exercises for the |
| 8 |
| plan annually at a minimum; and |
| 9 |
| (2) develop an inter-disciplinary and |
| 10 |
| multi-jurisdictional campus violence prevention plan, |
| 11 |
| including coordination of and communication between all |
| 12 |
| available campus and local mental health and first response |
| 13 |
| resources, in partnership with the institution's county or |
| 14 |
| major municipal emergency management official, report the |
| 15 |
| plan to this official, and have training and exercises for |
| 16 |
| the plan annually at a minimum. The campus violence |
| 17 |
| prevention plan shall include the development and |
| 18 |
| implementation of a campus violence prevention committee |
| 19 |
| and campus threat assessment team. |
| 20 |
| (c) County and major municipal emergency managers and |
| 21 |
| Illinois Emergency Management Agency regional coordinators |
| 22 |
| shall assist in the planning and training process for the plans |
| 23 |
| specified in subdivisions (1) and (2) of subsection (b) of this |
| 24 |
| Section with all resources available to them. |
| 25 |
| (d) County and major municipal emergency managers and |
| 26 |
| Illinois Emergency Management Agency regional coordinators |
