AMENDMENT TO SENATE BILL 2879

2     AMENDMENT NO. ______. Amend Senate Bill 2879 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Human Services Act is amended
5 by adding Section 1-35 as follows:
 
6     (20 ILCS 1305/1-35 new)
7     Sec. 1-35. Families of incarcerated parents. The
8 Department of Human Services shall collaborate with the
9 Department of Corrections, community-based organizations, and
10 social service providers to make information available to
11 families and children of incarcerated parents about services
12 that are available to them.
13     The Department shall include awareness, education, and
14 outreach materials regarding children of incarcerated parents
15 within its promotion of programs and information to be directed
16 toward families, schools, and service providers for children of

1 incarcerated parents in Illinois. The public information shall
2 be designed to reduce stigma and to provide support for
3 families caring for children of incarcerated parents. The
4 public information shall include contact information to assist
5 families in locating and accessing services for children.
6     The Department of Human Services shall develop
7 informational materials for families and children of
8 incarcerated parents and shall make that information available
9 to inmates who may have children affected by their
10 incarceration. During the reception and classification
11 process, the Department of Corrections shall provide the
12 materials to inmates and shall provide one envelope with
13 postage that the inmate may address to the children's
14 caregiver. The informational materials shall also be made
15 available within the facility visiting rooms and waiting areas.
16 The materials shall be designed to inform children and families
17 of incarcerated parents about social services that are
18 available to them, including visitation programs, family
19 counseling, mentoring, school-based programs, and other
20 programs. The materials shall provide telephone and internet
21 contacts to provide the children's caregivers with further
22 information. The Department of Human Services and the Illinois
23 Department of Corrections shall work cooperatively with
24 community organizations and service providers, including but
25 not limited to, members of the Illinois Task Force for Children
26 of Prisoners - Children of Promise, including the Illinois

1 African American Family Commission, the Community Renewal
2 Society, Lutheran Social Services of Illinois, and Chicago
3 Legal Advocacy for Incarcerated Mothers, to identify local
4 providers of services.".
