Amends the Department of Central Management Services Law of the
Civil Administrative Code of Illinois. Creates the Local Government Road Salt Purchase Reimbursement Fund. Provides that moneys in the Fund shall be used by the Department of Central Management Services to make grants to counties, municipalities, townships, and road districts that entered into contracts for the purchase of road salt for the 2008-2009 winter season at a rate of more than $65 per ton. Amends the State Finance Act. Provides that the sum of $14,500,000 shall be transferred from the Fund for Illinois' Future to the Local Government Road Salt Purchase Reimbursement Fund. Effective immediately.

| AN ACT concerning finance.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Central Management Services |
5 |
| Law of the
Civil Administrative Code of Illinois is amended by |
6 |
| adding Section 405-420 as follows: |
7 |
| (20 ILCS 405/405-420 new)
|

| Sec. 405-420. Local Government Road Salt Purchase |
9 |
| Reimbursement Fund. |
10 |
| (a) The Local Government Road Salt Purchase Reimbursement |
11 |
| Fund is hereby created as a special fund
in the State Treasury. |
12 |
| Moneys in the Fund shall be used by the Department to make |
13 |
| grants to counties, municipalities, townships, and road |
14 |
| districts that entered into contracts for the purchase of road |
15 |
| salt for the 2008-2009 winter season at a rate of more than $65 |
16 |
| per ton. Grants shall be awarded regardless of whether the |
17 |
| county, municipality, township or road district participated |
18 |
| in a Joint Purchase Agreement with the Department. |
19 |
| (b) Grant applications must be submitted within 150 days |
20 |
| after the effective date of this amendatory Act of the 95th |
21 |
| General Assembly. Grants shall be awarded in an amount equal to |
22 |
| the difference between the contract price negotiated by the |
23 |
| county, municipality, township, or road district and $65 per |

| ton, and may be prorated if amounts in the Fund are not |
2 |
| sufficient to cover the grants awarded. Grants may be awarded |
3 |
| only for the 2008-2009 winter season. |

| (c) The Director of Central Management Services shall |
5 |
| certify to the Comptroller and Treasurer when all grants have |
6 |
| been made for the 2008-2009 winter season. If any amount then |
7 |
| remains in the Fund, the Comptroller shall order transferred |
8 |
| and the Treasurer shall transfer that amount from the Local |
9 |
| Government Road Salt Purchase Reimbursement Fund to the Fund |
10 |
| for Illinois' Future, and the Local Government Road Salt |
11 |
| Purchase Reimbursement Fund is thereupon dissolved.

| Section 10. The State Finance Act is amended by changing |
13 |
| Section 6z-47 and by adding Section 5.712 as follows: |

| Sec. 5.712. The Local Government Road Salt Purchase |

| Reimbursement Fund.

| Sec. 6z-47. Fund for Illinois' Future.

| (a) The Fund for Illinois' Future is hereby created as a |
20 |
| special fund
in the State Treasury.
|
21 |
| (b) Upon the effective date of this amendatory Act of the |
22 |
| 91st General
Assembly, or as soon as possible thereafter, the |
23 |
| Comptroller shall order
transferred and the Treasurer shall |

| transfer $260,000,000 from the General
Revenue Fund to the Fund |
2 |
| for Illinois' Future.
|

| On July 15, 2000, or as soon as possible thereafter, the |
4 |
| Comptroller shall
order transferred and the Treasurer shall |
5 |
| transfer $260,000,000 from the
General Revenue Fund to the Fund |
6 |
| for Illinois' Future.
|
7 |
| Revenues in the Fund for Illinois' Future shall include any |
8 |
| other funds
appropriated or transferred into the Fund.
|
9 |
| (c) Moneys in the Fund for Illinois' Future may be |
10 |
| appropriated for
the making of grants and expenditures for |
11 |
| planning, engineering,
acquisition, construction, |
12 |
| reconstruction, development, improvement, and
extension of |
13 |
| public infrastructure in the State of Illinois, including |
14 |
| grants
to local governments for public infrastructure, grants |
15 |
| to public elementary and
secondary school districts for public |
16 |
| infrastructure, grants to universities,
colleges, community |
17 |
| colleges,
and non-profit corporations for public |
18 |
| infrastructure, and expenditures for
public infrastructure of |
19 |
| the State and other related purposes, including but
not limited |
20 |
| to expenditures for equipment, vehicles, community programs, |
21 |
| and
recreational facilities.
|
22 |
| (d) As soon as possible after the effective date of this |
23 |
| amendatory Act of the 95th General Assembly, the Comptroller |
24 |
| shall order
transferred and the Treasurer shall transfer |
25 |
| $14,500,000 from the Fund for Illinois' Future to the Local |
26 |
| Government Road Salt Purchase Reimbursement Fund. |
