| SENATE JOINT RESOLUTION

| WHEREAS, Even though wireless telephones are small, the |
| 3 |
| sheer number of the devices sold across the State of Illinois |
| 4 |
| presents environmental challenges; and
|
| 5 |
| WHEREAS, Wireless telephones consume energy and can be a |
| 6 |
| disposal problem; and
|
| 7 |
| WHEREAS, It is estimated that there will be more than |
| 8 |
| 1,000,000,000 wireless telephones sold worldwide next year; |
| 9 |
| and
|
| 10 |
| WHEREAS, Continued advances in technology permit the |
| 11 |
| industry to introduce new models with increased function and |
| 12 |
| regulations allow consumers to retain their cell phone numbers |
| 13 |
| when switching service providers; and
|
| 14 |
| WHEREAS, There is no other consumer electronic device that |
| 15 |
| is often replaced every 18 months; and
|
| 16 |
| WHEREAS, Wireless take-back and refurbishment and |
| 17 |
| recycling programs are national, voluntary, self-funding, and |
| 18 |
| have existed for many years; and
|
| 19 |
| WHEREAS, Wireless industry guidelines are agnostic with |
|
|

| respect to handset types, brands, or where the handsets and |
| 2 |
| accessories are turned back; and
|
| 3 |
| WHEREAS, The markets for used wireless phones are different |
| 4 |
| from most of the electronics industry with one market for |
| 5 |
| refurbished phones and one market for recycled materials; and
|
| 6 |
| WHEREAS, The industry expects that design changes required |
| 7 |
| for the sale or import of wireless telephones in the European |
| 8 |
| Union will also be applied to products marketed and sold in the |
| 9 |
| United States; and
|
| 10 |
| WHEREAS, More than 70% of a wireless phone can be recycled; |
| 11 |
| therefore, be it
|
| 12 |
| RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL |
| 13 |
| ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES |
| 14 |
| CONCURRING HEREIN, that it is important for manufacturers of |
| 15 |
| wireless telephones to design products with environmentally |
| 16 |
| friendly materials to the extent practicable; and be it further
|
| 17 |
| RESOLVED, That manufacturers of wireless telephones design |
| 18 |
| these products to use less energy; and be it further |
| 19 |
| RESOLVED, That manufacturers and retailers of wireless |
| 20 |
| telephones accept, at no charge, up to 10 used wireless |
|

| telephones from any person during the normal business hours of |
| 2 |
| such business; and be it further |
| 3 |
| RESOLVED, That manufacturers and retailers of wireless |
| 4 |
| telephones work to foster responsible stewardship practices |
| 5 |
| among customers, suppliers, stakeholders, and employees; and |
| 6 |
| be it further
|
| 7 |
| RESOLVED, That manufacturers of wireless telephones and |
| 8 |
| retailers of wireless telephones arrange for the collection and |
| 9 |
| shipping and the refurbishment or recycling of wireless |
| 10 |
| telephones by partners committed to environmentally sound |
| 11 |
| practices for recycling and reuse; and be it further |
| 12 |
| RESOLVED, That manufacturers and retailers of wireless |
| 13 |
| telephones inform customers of ways in which they can help |
| 14 |
| ensure the environmentally sound disposition of used wireless |
| 15 |
| devices; and be it further |
| 16 |
| RESOLVED, That manufacturers and retailers of wireless |
| 17 |
| phones make information regarding the take-back of used |
| 18 |
| wireless devices publicly available in avenues appropriate for |
| 19 |
| the business type, including store signs, website posting, or |
| 20 |
| other media; and be it further |
| 21 |
| RESOLVED, That manufacturers and retailers of wireless |
