SENATE JOINT RESOLUTION NO. 50

(As Amended by Senate Amendment No. 1)

    WHEREAS, The people of the State of Illinois were shocked 
4
and saddened to learn of the 32 college students who were 
5
tragically slain on the campus of Virginia Polytechnic 
6
Institute and State University (commonly known as "Virginia 
7
Tech") in Blacksburg, Virginia, on Monday, April 16, 2007; and

 
8
    WHEREAS, The State of Illinois is home to over 180 public 
9
and private universities and colleges, which serve over 800,000 
10
students in undergraduate and graduate programs; and

 
11
    WHEREAS, The public and private universities and colleges 
12
of Illinois operate across the State in a wide range of 
13
circumstances, from urban buildings to rural campuses, and with 
14
differing levels of police and security resources; therefore, 
15
be it

 
16
    RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL 
17
ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES 
18
CONCURRING HEREIN, that there is created the Task Force to 
19
Prevent Campus Violence to examine the causes of campus 
20
violence and to develop recommendations to prevent incidents of 
21
campus violence, including, but not limited to, assault, sexual 
22
assault, hate crimes, and murder, on Illinois' college

campuses; and be it further

 
2
    RESOLVED, That the Task Force shall consist of the 
3
following members:
4
        (1)  the chairperson and minority spokesperson of the 
5
    Senate Higher Education Committee;
6
        (2)  the chairperson and minority spokesperson of the 
7
    House Higher Education Committee;
8
        (3)  9 members of the Federation of Illinois Independent 
9
    Colleges & Universities, one member representing a local 
10
    law enforcement agency in a community where a public or 
11
    private college or university is located, one member 
12
    representing community colleges located in Cook County, 
13
    and one member representing community colleges in counties 
14
    other than Cook County, all appointed by the Governor; and
15
        (4)  the Chairperson of the Board of Higher Education, 
16
    the Chairperson of the Illinois Community College Board, 
17
    the President of Chicago State University, the President of 
18
    Eastern Illinois University, the President of Governors 
19
    State University, the President of Illinois State 
20
    University, the President of Northeastern Illinois 
21
    University, the President of Northern Illinois University, 
22
    the President of Southern Illinois University, the 
23
    President of the University of Illinois, the President of 
24
    Western Illinois University, the Director of State Police, 
25
    the Attorney General, the Secretary of Human Services, and

    the Governor (or their designees); and be it further 
 
2
    RESOLVED, That the chairperson of the Senate Higher 
3
Education Committee and the chairperson of the House Higher 
4
Education Committee shall serve as co-chairs of the Task Force; 
5
and be it further
 
6
    RESOLVED, That the members of the Task Force shall serve 
7
without compensation; and be it further
 
8
    RESOLVED, That the Board of Higher Education shall provide 
9
such staff and resources as may be necessary for the Task Force 
10
to perform its functions under this resolution; and be it 
11
further
 
12
    RESOLVED, That the Task Force shall report its findings and 
13
recommendations to the General Assembly on or before December 
14
31, 2008, at which time the Task Force shall be dissolved; and 
15
be it further
 
16
    RESOLVED, That suitable copies of this resolution be 
17
delivered to the Governor, the Chairperson of the Board of 
18
Higher Education, the Chairperson of the Illinois Community 
19
College Board, the President of Chicago State University, the 
20
President of Eastern Illinois University, the President of 
21
Governors State University, the President of Illinois State
