2 | WHEREAS, Violence in Chicago has increased drastically | ||||||
3 | over recent years; and
| ||||||
4 | WHEREAS, Chicago communities have been seeking ways to | ||||||
5 | improve services that are necessary for the health, welfare, | ||||||
6 | safety, and quality of life of their residents and other | ||||||
7 | members of their communities; and | ||||||
8 | WHEREAS, Front line staff, including outreach workers, at | ||||||
9 | the community level are integral to the success of these | ||||||
10 | efforts and programs; and
| ||||||
11 | WHEREAS, The Alliance of Local Service Organizations | ||||||
12 | (ALSO) builds local and national connections between | ||||||
13 | organizations, schools, private industry, churches, law | ||||||
14 | enforcement, government agencies, and community members to | ||||||
15 | promote the safety and well-being of children and families by | ||||||
16 | creating and sharing knowledge, improving services, and | ||||||
17 | building capacities to address both community and family | ||||||
18 | violence; and
| ||||||
19 | WHEREAS, The Alliance of Local Service Organizations | ||||||
20 | received State funding from the Illinois State Board of | ||||||
21 | Education in the form of grants totaling $125,000 in Fiscal |

1 | Year 2006; and
| ||||||
2 | WHEREAS, The Alliance of Local Service Organizations | ||||||
3 | receives State funding from the Department of Human Services | ||||||
4 | for the "Teen Reach"
Program; and
| ||||||
5 | WHEREAS, The Alliance of Local Service Organizations | ||||||
6 | receives State funding as part of the CeaseFire program; and an | ||||||
7 | audit published August
2007 raised issues of concern with that | ||||||
8 | program; therefore, be it
| ||||||
9 | RESOLVED, BY THE SENATE OF THE NINETY-FIFTH GENERAL | ||||||
10 | ASSEMBLY OF THE STATE OF ILLINOIS, that the Auditor General is | ||||||
11 | directed to conduct a performance audit of the State moneys | ||||||
12 | provided by or through State agencies to the Alliance of Local | ||||||
13 | Service Organizations under contracts or grant agreements from | ||||||
14 | Fiscal Year 2005 through Fiscal Year 2008; and be it further
| ||||||
15 | RESOLVED, That this performance audit include, but not be | ||||||
16 | limited to the following determinations: | ||||||
17 | (1) the purposes for which State moneys were provided | ||||||
18 | to the Alliance of Local Service Organizations, for each | ||||||
19 | State agency and for each amount transferred; | ||||||
20 | (2) the nature and extent of monitoring by State | ||||||
21 | agencies of how the Alliance of Local Service Organizations | ||||||
22 | used the State-provided moneys; |

1 | (3) the actual use of State moneys by the Alliance of | ||||||
2 | Local Service Organizations Services; | ||||||
3 | (4) whether, through a review of available | ||||||
4 | documentation, the Alliance of Local Service Organizations | ||||||
5 | has met or is meeting the purposes for which the State | ||||||
6 | moneys were provided, with specific information concerning | ||||||
7 | the Alliance of Local Service Organizations' staffing | ||||||
8 | levels and its compensation of management employees; and | ||||||
9 | (5) whether the Alliance of Local Service | ||||||
10 | Organizations is in compliance with the applicable laws, | ||||||
11 | regulations, contracts, and grant agreements pertaining to | ||||||
12 | the Alliance of Local Service Organizations' receipt of | ||||||
13 | State moneys; and be it further | ||||||
14 | RESOLVED, That the Alliance of Local Service Organizations | ||||||
15 | and any State or local agency that may have information | ||||||
16 | relevant to this audit cooperate fully and promptly with the | ||||||
17 | Auditor General's office in its audit; and be it further | ||||||
18 | RESOLVED, That the Auditor General commence the audit as | ||||||
19 | soon as possible and report his findings and recommendations | ||||||
20 | upon completion in accordance with the provisions of Section | ||||||
21 | 3-14 of the Illinois State Auditing Act; and be it further

22 | RESOLVED, That a suitable copy of this resolution be | ||||||
23 | delivered to the Auditor General.
