Synopsis As Introduced Creates the Elgin-O'Hare West Bypass Advisory Council to advise the Governor and make recommendations in the development of an implementation, financing, and operating structure for the infrastructure improvements surrounding and supporting O'Hare International Airport, including the extension of Elgin-O'Hare, a western bypass, and a complementary transit network, and to report its recommendations. Effective October 5, 2010.
