Synopsis As Introduced
Amends the Election Code. With respect to the disclosure of campaign finances, redefines contributions and expenditures that must be reported to include those accepted or made in connection with the legal defense of a candidate for or holder of a State or local elective office. Defines legal defense as relating to various offenses against public officials, employees, and entities at any level of government, infamous crimes, and offenses reflecting upon the candidate's or official's character, honesty, integrity, and ability. Effective immediately.

Deletes everything after the enacting clause. Amends the Election Code. Establishes yearly campaign contribution limits for persons, corporations, labor organizations, associations, and political committees. Permits a public official or a candidate to organize only one political committee to promote his or her candidacy. Permits an elected public official to organize a political committee to receive contributions and make expenditures solely to defray costs related to constituent services and office upkeep. Provides for disposition of violating contributions. Makes changes with respect to campaign contribution reports and reporting periods, disclosure of independent campaign expenditures, campaign finance violation complaints, electioneering communications, and penalties. Effective January 1, 2011, with certain provisions effective immediately.
