Synopsis As Introduced
Amends the Illinois Vehicle Code. Provides that a person may not operate a motor vehicle on a roadway while using an electronic communication device to compose, send, or read an electronic message. Provides that a violation is an offense against traffic regulations governing the movement of vehicles. Sets forth exceptions.

House Floor Amendment No. 1
Adds an exception for a driver of a commercial motor vehicle reading a message displayed on a permanently installed communication device.

House Floor Amendment No. 2
Amends the definition of "electronic communication device" to include a device that is physically or electronically integrated into the motor vehicle. Provides that the prohibition of the introduced bill does not apply to a driver using an electronic communication device in hands-free or voice-activated mode (rather than solely in voice-activated mode).

Senate Floor Amendment No. 1
Replaces everything after the enacting clause with the engrossed bill and makes the following changes: changes an exception in the definition of "electronic communication device" to exclude a global positioning system or navigation system (rather than a global positioning system or navigation system used exclusively for the navigation purposes) from the definition, creates an exception to the electronic message prohibition for a driver using an electronic communication device while parked on the shoulder of a roadway, and creates an exception for a driver using an electronic communication device when the vehicle is stopped due to normal traffic being obstructed and the driver has the motor vehicle transmission in neutral or park.
