Fiscal Note (Illinois State Police) | |
HB 245 would require development of an application and review procedures. The State would incur costs for applications and actual cards that would be issued under the Act. Additional costs for modifying computer databases, document review and storage would also occur. The lllinois State Police Academy firearms training estimates it would take a four to five member staff two weeks to develop a standardized training course for applicants to insure they meet the requirements of the Act (lllinois State Police Academy costs unknown). Firearms & Information Resources Bureau (FIRB) would need additional personnel and equipments as follows: two additional personnel and equipment required for verification, identification and issuance of cards to applicants (approximately $120,000.00 salary/benefits funding required). One additional person to process and review appeals by denied applicants and revoked permits holders in a mandated 30 day period (approximately $60,000.00 salary/benefits funding required). Additional cost to change any brochures or information publication. A fund to help pay for this act would be created using application and renewal fees; however, until fees are collected there would be no funds available to initially develop and implement the program. Unknown revenues due to unknown applicants; however, there would be start up fees regardless of applicants: (1) FOID Mainframe and database modification = $350,000; (2) Application to apply development = $20,000; (3) 4 personnel = $240,000; (4) PC Hardware/software for 4 personnel = $20,000; Total Estimated Start Up Costs = $630,000. |
