Synopsis As Introduced
Amends the Illinois Controlled Substances Act. Adds N-Benzylpiperazine (BZP) to the list of Schedule I controlled substances. Establishes penalties for the unlawful manufacture, delivery, or possession of that substance.

Provides that based upon federal and initial and maintenance funding, unless appropriated or otherwise authorized by the General Assembly, a restricted and secure inquiry system shall be developed to assist the law enforcement community in its goal to enforce federal and State law as well as local ordinances related to prescription medications. Provides that criteria for the inquiry system shall follow certain statutory criteria, except that the records shall be for the previous 24 months and with the addition that any person making an inquiry must attest that the inquiry is strictly for the purpose of conducting a probable cause investigation only.
